Steam Downloading Stuck at 0 Bytes Per Second! I have looked on Google and searched throughout many Steam forums and have seen that this is not just a new problem I have had recently. This has been a recurring problem for many years throughout the community and it seriously need to be fixed. Trying to download a game, in your case Cities: Skylines, at that speed would take, as Steam says, a year. I assume that the reason behind the apparent 0 bytes per second disk usage in Steam is because of the exceptionally slow download speed.

- Oct 28, 2012 Update Suspended/stuck at 0 bytes per sec hi guys. I left it to let its update finish.but when it got around 10% my internet crashed, i simply resumed the update but it got stuck to that 10% progress. Not a Dota 2 specific suggestion, just something I try whenever my Steam downloads get bunged up: Start the download from the library.

PSA: For those with Issues Downloading Games at 0/bytes
Steam Download Bytes Per Second Free
So there are currently a lot of posts about people having issues downloading games on Steam right now. It seems that the last Windows 10 update broke something and it causes Steam downloads to be constantly stuck on writing to disk and games download at 0/bytes. I found a fix on another sub that didn't have to do with downloading games from Steam and it seems to work for everyone with this issue. I figured I'd make this thread to try and cut down on the amount of posts we are seeing about the issue. The fix is as follows.
Bits Vs Bytes Per Second
There are a lot of threads on this but there is a temp fix. First, open up cmd prompt as admin (right click>run as admin) and do this:
Bytes Per Second Conversion
- Run CMD as elevated (admin) and type in:
- sc config 'DiagTrack' start= disabled (hit enter)
- sc stop 'DiagTrack'
That should fix it, though if you restart you'll have to do it again until a perm fix is made/found.

Steam also just released an update that increases performance on downloading to non SSD drives but I don't know if that helps this issue or not. Hopefully this post helps some people out.
